Andover Votes “YES” to a Greener Future with the Specialized Building Energy Code

On the evening of April 30, 2025, Andover residents took a major step toward a more climate-friendly future. At Town Meeting, voters passed Warrant Article #33—the Specialized Building Energy Code—with a resounding 70% majority. To everyone who turned out to vote, thank you for making this moment possible!

This marks the culmination of months of dedicated work by community advocates, town leaders, and volunteers. Your efforts to spread the word, get out the vote, and show up in support made all the difference. The new code will take effect on July 1, 2026.

Why does this matter so much? Buildings are responsible for more than half of Andover’s greenhouse gas emissions. And unlike vehicles or appliances, buildings last—just look at how many 19th-century homes still stand in town today. That’s why it’s so important that new buildings are designed with the future in mind.

The Specialized Energy Code helps ensure that new construction—both residential and commercial, over 1,000 square feet—meets Massachusetts' climate goals. The code does not apply to historic structures, large additions, major renovations, or specialized buildings like laboratories and warehouses. And contrary to some misconceptions, it does not ban natural gas. What it does is require new homes and workplaces to be pre-wired for electric appliances, giving property owners the flexibility to choose cleaner technologies when the time is right.

The evening was also marked by a heartfelt farewell to longtime contributor Joyce, who presented the article with her signature grace and clarity. After the vote, Select Board Chair Laura Gregory acknowledged that this was Joyce’s final day in her official role and spoke warmly about efforts to keep her on board. The room responded with a standing ovation—a fitting tribute to a tireless advocate and respected community member.

Thanks to your support, Andover is now better aligned with its climate commitments and on a path toward cleaner, healthier buildings for generations to come.
